Message from the President

Jenny Bishop - Current USHP President

I’m honored to introduce myself as your current USHP President. I’ve been a pharmacist at St. Mark’s Hospital, part of HCA Healthcare’s Mountain Division, for nearly 14 years and am proud to be a graduate of Roseman University. While I’ve spent most of my professional life rooted in one facility, it’s USHP that has broadened my horizons. Through this organization, I’ve connected with incredible pharmacists across hospitals, clinics, and health systems, deepening both my knowledge and sense of community.


Since 2017, I’ve had the privilege of growing with USHP—starting on the Communications Committee, later joining the Programming/Resident CE-Series Committee, and contributing as Webmaster beginning in 2023. My board service began with a term as Secretary (2020–2022), followed by President-Elect (2023–2024), and now the honor of serving as President. Each step has been truly rewarding, and I’m proud of what we’ve achieved—much of it quietly, but with real impact.


Over the past year, we’ve represented health-system pharmacists at Utah’s colleges of pharmacy, legislative day at the capitol, ASHP events, and through partnerships with statewide professional organizations. Most recently, our focus has turned to refining USHP’s mission, values and strategic goals for the next five years—setting the stage for continued growth, advocacy, and innovation. We’ve also refreshed our website to better reflect our vision and improve communication—take a few moments to explore the updates, and while you’re there, follow us on Instagram, LinkedIn, and Facebook to stay connected.


Stay tuned for a retrospective on our accomplishments over the past five years—it’s been an incredible journey, and I look forward to growing together in the year ahead.

Advocacy: Utah Pharmacy Legislation Session Update

The 2025 Utah Legislative session wrapped up in March and brought several new laws impacting pharmacy practice. The USHP Advocacy Committee tracked multiple bills during the session and continues to monitor their implications for our members statewide.  

This annual update to the Pharmacy Practice Act includes several important changes: 

  • Pharmacist Provider Recognition: Insurers may now recognize pharmacists as health care providers for consultations and prescriptions of nebulizers, spacers and diabetic supplies. Additionally, provider recognition extends to conditions previously included in the pharmacy practice act: post-exposure HIV prophylaxis, pre-exposure HIV prophylaxis, self-administered hormonal contraceptives, smoking cessation, naloxone, and fluoride.
  • Streamlined Audits: Pharmacy audit requests must now specify a range of prescription numbers and a corresponding date range. 
  • Charitable Prescription Drug Recycling: Expanded to include Class B pharmacies, allowing them to re-dispense unused, unexpired medications to patients in need. 

This bill introduces several protections for 340B program participants. Pharmaceutical manufacturers are now prohibited from the following:

  • Restricting 340B Participation: Preventing pharmacies from contracting with 340B entities or vice versa.
  • Limiting Drug Distribution: Imposing restrictions on how 340B drugs are acquired, dispensed, or delivered, unless federally required. 
  • Mandating Specific Suppliers: Requiring 340B entities to use specific suppliers to access 340B pricing. 
  • Compelling Data Submission: Demanding claim or utilization data from 340B entities as a prerequisite for drug acquisition or delivery, unless federally mandated.


Note that a pharmaceutical company has filed a lawsuit against Utah’s Attorney General, claiming this bill violates federal law. USHP will continue monitoring the case and potential impacts. 

  • Standing Prescriptions for Schools:  Schools can now obtain glucagon kits under a standing prescription 
  • Wider Access:  Schools may stock and administer glucagon without a patient-specific prescription. Qualified adults are permitted to administer as needed.

  • Statewide Ban: Prohibits the addition of fluoride to public water systems in Utah, ending community water fluoridation. 
  • Pharmacist Guidance Coming: The Utah Board of Pharmacy is developing guidelines for pharmacists prescribing fluoride tablets, rinses and topicals.
  • Pending FDA Action: The FDA recently proposed reviewing oral fluoride preparations for safety and efficacy, with potential market removal by October 2025. 
  • Rebate Use Requirements:  Health benefit plans must apply manufacturer rebates to reduce patient out-of-pocket costs, lower premiums or enhance benefits. 
  • Fair Pharmacy Participation: Plans may not restrict or condition a pharmacy’s participation in their network, ensuring pharmacies have the freedom to choose which networks they join

House of Delegates Update

Hello USHP Members!

 

The 77th Annual Session of the ASHP House of Delegates recently concluded at the recent Pharmacy Futures Meeting in Charlotte, NC. It was a busy session that included robust discussion on several important policies. Some of the more notable policies related to payment for pharmacist services; promotion of interstate pharmacist licensure; affirmation of pharmacy’s role in cellular and gene therapy management; improvements in the transfer of controlled substances; ensuring accurate height and weight measurements needed for drug dosing; and recommended improvements to how drug moieties and complexes are named/categorized.   

 

These and other policies express the Society's stance on important issues, drive advocacy efforts, and promote unity across our profession. An official summary of the Annual Proceedings of the ASHP House of Delegates will be published in the coming weeks, so check the ASHP website for details later this summer. In the interim, a brief slide decks summary may be accessed here and list of all currently active ASHP Policy Positions can be accessed here. We encourage all USHP members to review these policies and support the important work that ASHP does for the pharmacy workforce.
